Notice on Management of Radio Equipment Utilization

during the 2021 World Internet Conference

　　为保障2021年世界互联网大会筹备和举办期间各类无线电频率有序使用，无线电台(站)、设备正常工作，最大限度地预防和减少有害无线电干扰，现就有关事项通告如下：

　　Prior to and during the 2021 World Internet Conference, to ensure the orderly use of various radio frequencies and the proper operation of every radio equipment and radio station, relevant matters are announced as below to minimize harmful radio interference:

　　一、世界互联网大会筹备和举办期间，在会议活动场馆及特定区域内使用列入无线电发射设备限制使用清单的无线电发射设备的组织或者个人，应向信息化工作部提出无线电发射设备使用申报。

　　First, prior to and during the 2021 World Internet Conference, any individual or organization that needs to use the types of radio equipment on the restriction list, must apply for the approval to use such equipment at the Conference venues or in other designated areas. The application shall be submitted to the Information Work Dept. of the Conference Committee.

　　对已经取得行政许可的无线电发射设备，信息化工作部可以根据管理需要临时限制或调整无线电发射设备的工作频率或其它技术参数。

　　According to management needs, the Information Work Dept. may temporarily limit or adjust the working frequency or other technical parameters of the radio equipment which have been granted administrative license.

　　对使用法律法规规定需要取得行政许可的无线电发射设备的组织或者个人，可向信息化工作部申报，信息化工作部协助统一向省经济和信息化厅办理审批手续。

　　Any individual or organization that needs to use radio equipment which must have administrative license as prescribed by laws and regulations, shall submit application to the Information Work Dept. that will subsequently assist to apply for approval procedure from the Economy and Information Technology Department of Zhejiang.

　　对法律法规规定不需要取得行政许可的无线电发射设备，信息化工作部基于防范发生互相干扰的目的对此类设备的使用频率等进行管理。

　　The Information Work Dept. is in charge of the use frequency of radio equipment which do not need to be granted administrative license as prescribed by laws and regulations for the purpose of preventing mutual interference.

　　二、上述无线电发射设备进入会议活动场馆及特定区域内投入使用前，应送至信息化工作部指定的无线电业务办理地点接受现场检测。对于不便搬移的无线电台(站)、无线电发射设备，可以预约上门检测。经检测合格后，由信息化工作部粘贴“无线电设备准入”专用标签。无线电台(站)、无线电发射设备只能在专用标签所规定的时间、区域和技术指标范围内操作使用。未粘贴“无线电设备准入”专用标签的无线电发射设备，不得进入会议活动场馆及指定区域内。

　　Second, aforementioned types of radio equipment shall be sent to the location for radio service designated by the Information Work Dept. for site inspection before being put into use at the Conference venues or in other designated areas. For those equipment or stations which are difficult to carry, appointment for on-site inspection could be made. The Information Work Dept. will attach the special label “Radio Equipment Access” to the equipment or stations which have been inspected to be qualified. Radio equipment and radio stations can only be operated in certain areas, during certain time and within certain technical scope specified on the label. Radio equipment without the special label “Radio Equipment Access” attached shall not enter the Conference venues or other designated areas.

　　三、在会议活动场馆及特定区域内使用接入中国内地公众移动网络的手机和无线上网卡、蓝牙耳机、具有Wifi功能的笔记本电脑和平板电脑、汽车无线遥控钥匙和照相机的无线遥控装置等常规无线电设备，无需提出申报，无需粘贴“无线电设备准入”专用标签。

　　Third, no application is needed for using mobile phones with cellular networks or wireless Internet cards, laptops and tablet PCs with built-in internet and Wi-Fi, automobile remote keys, wireless camera shutter release, or other similar devices at the Conference venues or other designated areas, nor the special label “Radio Equipment Access”.

　　四、拟在世界互联网大会筹备和举办期间临时入境，进入会议活动场馆及指定区域内使用且法律法规规定需要办理进关审批的无线电发射设备，请到浙江省经济和信息化厅办理进关批件，并按照海关相关规定复运出境。

　　Fourth, radio transmitting equipment which are intended to enter the country temporarily prior to and during the World Internet Conference, shall be kept in records in the Economy and Information Technology Department of Zhejiang before starting to use at the Conference venues or other designated areas, and shall be shipped out based on customs regulations afterwards.

　　五、本通告内容自2021年9月24日起施行，世界互联网大会结束后自行终止。

　　Fifth, this Notice will be implemented from Sep. 24th and abolished automatically when the World Internet Conference concludes.
